LAWS OF MARYLAND

Ch. 814

(A) IN ADDITION TO ANY PENALTY WHICH MAY BE IMPOSED BY
ANY OTHER LAW, A PERSON WHO VIOLATES § 3-710 OF THIS
SUBTITLE MAY BE:

(1) FINED $10 FOR EACH OFFENSE; AND

(2) ASSIGNED TO A PUBLIC WORK PROGRAM
FOR UP TO 8 HOURS TO REDUCE LITTER ON A SECOND OFFENSE.

(B) NOTWITHSTANDING THE PROVISIONS OF § 3-711, ONLY
LAW ENFORCEMENT OFFICERS AUTHORIZED TO ISSUE CITATIONS FOR
MOVING TRAFFIC VIOLATIONS MAY STOP A MOTOR VEHICLE FOR A
VIOLATION OF § 3-710 OF THIS SUBTITLE.

3-714.

THE PENALTIES WHICH MAY BE IMPOSED FOR LITTERING IN
THIS STATE, AND OTHER PORTIONS OF THIS SUBTITLE DEEMED
APPROPRIATE BY THE DEPARTMENT, SHALL BE POSTED ALONG THE
PUBLIC HIGHWAYS OF THIS STATE, AT VISITOR CENTERS, AT
ENTRANCES TO STATE PARKS AND RECREATION AREAS, AT PUBLIC
BEACHES, AND AT OTHER PUBLIC PLACES AS THE DEPARTMENT
DETERMINES IS NECESSARY TO ACCOMPLISH THE PURPOSES OF THIS
SUBTITLE.

3-715.

THIS SUBTITLE MAY BE CITED AS THE "MARYLAND RESOURCE
RECOVERY AND MATERIALS RECYCLING ACT".

SECTION 2. AND BE IT FURTHER ENACTED, That the

provisions of this Act are not severable and, if any
provision of this Act is found to be invalid for any reason,
the remaining provisions of this Act also shall be invalid.

Article - Natural Resources

3-701.

(A)  A RESOURCE REDUCTION AND MATERIAL RECYCLING AND
LITTER CONTROL ADVISORY BOARD IS CREATED WITHIN THE
DEPARTMENT OF NATURAL RESOURCES.

(B)  THE BOARD SHALL CONSIST OF 15 17 MEMBERS APPOINTED
BY THE GOVERNOR TO REPRESENT VARIOUS INTERESTS ASSOCIATED
WITH RESOURCE REDUCTION AND MATERIAL RECYCLING AND LITTER
CONTROL. APPOINTMENTS SHALL BE MADE ON OR BEFORE JULY 1,
1980.

(C)  THE COMPOSITION OF THE BOARD SHALL BE AS FOLLOWS.

(1) FIVE SEVEN MEMBERS SHALL BE REPRESENTATIVES
OF STATE AND LOCAL GOVERNMENTS:

(I) TWO FROM THE DEPARTMENT OF NATURAL
RESOURCES, ONE WHO SHALL BE FROM THE OFFICE OF THE SECRETARY
