respectively, to be under the new subtitle "Subtitle 2.
General Using Authorities - Architectural-Engineering
Services", of the new Article 21 - Procurement, of the
Annotated Code of Maryland, to read as follows:

ARTICLE 21 - PROCUREMENT

SUBTITLE 2. GENERAL USING AUTHORITIES -
ARCHITECTURAL-ENGINEERING SERVICES

[231N.] 9-201.

(a) In this subtitle the following words have the
meanings indicated.

(b) "Board" means the General Professional Services
Selection board of the Department.

[(c)] (B) "Contract" means any using authority
contract for architectural or engineering services.

[(d)] (C) "Department" means the Department of
General Services.

[(e)] (D) "Person" includes:

(1)  An individual, receiver, trustee, guardian,
executor, administrator, fiduciary, or representative of any
kind and any partnership, firm, association, public or
private corporation, or other entity; and

(2)  Unless the context requires otherwise, this
State, any county, municipal corporation, or other political
subdivision of this State, and any of their agencies or
units.

(F) (E) "SECRETARY" MEANS THE SECRETARY OF GENERAL
SERVICES.

[(f)] (G) (F) "Using authority" means any using
[authority] AGENCY, as defined in [§ 231G] § 1-101(S) of
this article, other than the Department of Transportation,
its units, or the Maryland Transportation Authority.

There is a General Professional Services Selection
Board in the Department., REFERRED TO IN THIS SUBTITLE AS
THE GENERAL SELECTION BOARD.

(a)  The GENERAL SELECTION Board consists of four
permanent members and one temporary member.

(b)  (1) The four permanent members of the GENERAL
SELECTION Board are:
