(c) A member of the TRANSPORTATION SELECTION Board may
not participate in any matter before the TRANSPORTATION
SELECTION Board in which:
(1) The member has an interest; or
(2) Any other person, other than a
transportation agency, has an interest, if the member is or
within the previous 12 months has been associated with the
other person.

(a) The TRANSPORTATION SELECTION Board shall adopt
rules and regulations to carry out the provisions of this
subtitle. *
(b) The rules and regulations adopted by the
TRANSPORTATION SELECTION Board under this section and those
adopted by the General Professional Services Selection Board
under [Article 41, § 231R of the Code] § 9-205 OF THIS
ARTICLE shall provide for substantially the same procedures.

On request of a school board or political subdivision
of this State, the TRANSPORTATION SELECTION Board may
provide advisory services in procuring architectural and
engineering services. The school board or political
subdivision shall reimburse the TRANSPORTATION SELECTION
Board for the costs of these services.
[2-307.] 9-107.
(a) This subtitle applies to any transportation agency
that desires to procure architectural or engineering
services over $25,000.
(b) The Secretary shall certify to the TRANSPORTATION
SELECTION Board that the services cannot be provided
feasibly or economically by existing in-house resources.
(1) The TRANSPORTATION SELECTION Board shall
require uniform and consistent public announcement of
requests for the procurement of architectural or engineering
services.
(2) In addition, an announcement of each request
shall be mailed to each person that requests notification on
a specific project.
(c) Each announcement shall:
(1) Describe generally the architectural and
engineering services to be procured; and
