less than 5 percent by 1978, 25 percent by 1981, and 40
percent by 1985.

(d) In purchasing any paper or paper products as
[materials and] supplies for the using [authorities]
AGENCIES pursuant to the authority granted by § 231G of
[this article] ARTICLE 41, the Secretary of General
Services, to the fullest extent practicably possible, shall
purchase or approve for purchase only such [materials and]
supplies that are manufactured or produced from recycled
paper.

[14B.] 8-402.

[(c)] All units of State government shall acquire by
purchase or lease, to the greatest extent practicable, the
quietest available [products] SUPPLIES for use by State
government. [Products] SUPPLIES certified by the
Administrator of the United States Environmental Protection
Agency as "low noise emission products" pursuant to section
15 of the Noise Control Act of 1972 shall be considered to
meet the intent of this section.

SECTION 14. AND BE IT FURTHER ENACTED, That Section(s)
96 through 107A, respectively, of Article 100 - Work, Labor
and Employment, of the Annotated Code of Maryland be and
they are hereby transferred, with amendments, to be
Section(s) 8-501 through 8-515, respectively, to be under
the new subtitle "Subtitle 5. Contracts for Public Works",
of the new Article 21 - Procurement, of the Annotated Code
of Maryland, to read as follows:

ARTICLE 21 - PROCUREMENT

SUBTITLE 5. PREVAILING WAGE - CONTRACTS FOR PUBLIC WORKS

[96.] 8-501.

(a)  As used in this subtitle, unless the context
indicates otherwise, the words in this subtitle have the
meanings given them.

(b)  "Construction" includes all construction,
reconstruction, improvement, enlargement, painting and
decorating, alteration, maintenance or repair.

(c)  "Public works" includes all buildings, bridges,
roads, streets, alleys, ditches, sewage disposal plants,
waterworks, and all other structures or works, constructed
for public use or benefit or paid for wholly or in part out
of public funds, except work done by any public utility
company pursuant to order of the Public Service Commission
or other public authority, whether or not done under public
supervision or direction or paid for wholly or in part out
of public funds, unless let to contract provided, however,
that for the purposes of this subtitle contracts of less
than $500,000 shall be excluded.
