ARCHITECTS, ENGINEERS, ATTORNEYS, ACCOUNTANTS, PHYSICIANS,
CONSULTANTS, AND OTHER PROFESSIONAL PERSONS.

(P) "STATE AGENCY" MEANS ANY AGENCY, ASSOCIATION,
BOARD, BUREAU, COLLEGE, COMMISSION, COMMITTEE, COUNCIL,
FOUNDATION, FUND, DEPARTMENT, INSTITUTE, INSTITUTION, PUBLIC
CORPORATION, SERVICE, TRUST, UNIVERSITY, OR OTHER UNIT OF
THE EXECUTIVE BRANCH OF THE STATE GOVERNMENT AND INCLUDES
ANY SUBUNIT WITHIN ANY OF THESE UNITS.

(Q) "SUPPLEMENTAL AGREEMENT" MEANS ANY CONTRACT
MODIFICATION WHICH IS ACCOMPLISHED BY THE MUTUAL ACTION OF
THE PARTIES.

(R) "SUPPLIES" MEANS ALL PROPERTY, INCLUDING

EQUIPMENT, LEASES ON REAL PROPERTY, PRINTING AND INSURANCE,

EXCEPT LAND, A PERMANENT INTEREST IN LAND, OR  A TEMPORARY
CONSTRUCTION EASEMENT.

(S) "USING AGENCY" MEANS ANY STATE AGENCY WHICH USES
ANY SUPPLIES, SERVICES, OR CONSTRUCTION PROCURED UNDER THIS
ARTICLE.

SUBTITLE 2. PURPOSES, CONSTRUCTION, AND APPLICABILITY

1-201.

(A)  UNLESS OTHERWISE INDICATED, THIS ARTICLE SHALL BE
LIBERALLY CONSTRUED AND APPLIED TO PROMOTE THE UNDERLYING
PURPOSES AND POLICIES SPECIFICALLY ENUMERATED IN SUBSECTION
(B).

(B)  THE UNDERLYING PURPOSES AND POLICIES OF THIS
ARTICLE ARE, AMONG OTHERS TO:

(1)  PROVIDE FOR INCREASED PUBLIC CONFIDENCE IN
THE PROCEDURES FOLLOWED IN PUBLIC PROCUREMENT;

(2)  INSURE THE FAIR AND EQUITABLE TREATMENT OF
ALL PERSONS WHO DEAL WITH THE PROCUREMENT SYSTEM OF THIS
STATE;

(3)  SIMPLIFY, CLARIFY, AND MODERNIZE THE LAW
GOVERNING PROCUREMENT BY THIS STATE;

(4)  PERMIT THE CONTINUED DEVELOPMENT OF
PROCUREMENT REGULATIONS, POLICIES, AND PRACTICES;

(5)  PROVIDE INCREASED ECONOMY IN STATE
PROCUREMENT ACTIVITIES AND TO MAXIMIZE TO THE FULLEST EXTENT
THE PURCHASING POWER OF THE STATE;

(6)  PROVIDE SAFEGUARDS FOR THE MAINTENANCE OF A
PROCUREMENT SYSTEM OF QUALITY AND INTEGRITY;

(7)  FOSTER EFFECTIVE BROAD-BASED COMPETITION
THROUGH SUPPORT OF THE FREE ENTERPRISE SYSTEM; AND
