(III) PRESENT THE PLAN TO THE GOVERNOR,
THE APPROPRIATE LOCAL JURISDICTIONS AND THE MEMBERS OF THE
GENERAL ASSEMBLY; AND
(IV) PREPARE ANNUAL REVIEWS TO EVALUATE
THE EFFECTIVENESS AND ADEQUACY OF THE IMPLEMENTATION OF THE
PLAN.
(10) UPON APPROVAL BY RESOLUTION OF AT LEAST
FIVE OF THE SEVEN APPROPRIATE LOCAL JURISDICTIONS, THE PLAN,
ALONG WITH ANY APPROPRIATE COMMENT FROM THE LOCAL
JURISDICTIONS, SHALL BE PRESENTED TO THE GENERAL ASSEMBLY
FOR APPROVAL AS THE PATUXENT RIVER WATERSHED MASTER PLAN.
(11) THE PLAN, ONCE APPROVED, SHALL SERVE AS A
POLICY GUIDE TO BE UTILIZED BY STATE AGENCIES AND LOCAL
GOVERNMENTS IN CARRYING OUT THEIR ACTION AND REGULATORY
PROGRAMS IN THE PATUXENT RIVER WATERSHED.
(12) THE GENERAL ASSEMBLY SHALL, FROM TIME TO
TIME, UPDATE THE PATUXENT RIVER WATERSHED MASTER PLAN.
SECTION 2 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.

(House Bill 49)
AN ACT concerning
Creation of a State Debt - Washington County Jail
FOR the purpose of authorizing the creation of a State debt
in the amount of up to $2,500,000 $3,000,000, the
proceeds to be used to assist in the construction and
equipping of a Washington County jail facility at 261
North Jonathan Street, Hagerstown, Maryland a site
chosen from certain sites by the County Commissioners
of Washington County, subject to the requirement that
the Board of County Commissioners of Washington County
provide up to a certain matching fund for the same
purpose by a certain date; and providing generally for
the issue and sale of bonds evidencing the loan.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(1) The Board of Public Works may borrow money and
incur indebtedness on behalf of the State of Maryland
