SECTION 10. AND BE IT FURTHER ENACTED, That any
provisions of law imposing a time limit for placing under
contract projects included in item 23.05.02.01 of Chapter 44
of the Acts of 1978, "Board of Public Works - Capital
Appropriation", as found on pages 699, 700, 701, 916, and
917, of the Laws of 1978, be and they are hereby suspended
insofar as they impose a time limit for placing under
contract the following project set forth on page 917 of the
Laws of 1978:
Department of Health and Mental Hygiene:
Mental Retardation Administration - Planning
funds for a Southern Maryland Mental Retardation
Center, etc......................................92,000
SECTION 11. AND BE IT FURTHER ENACTED, That the
provisions of Section 10 of Chapter 195 of the Acts of 1973
and Section 1(9) of Chapter 795 of the Acts of 1978 be and
they are hereby suspended insofar as either or both of them
may impose a time limit for placing under contract the
following project contained in Section 5.2 of Chapter 195 of
the Acts of 1973, as amended by Section 2 of Chapter 795 of
the Acts of 1978:
Section 5.2(A)(1)(a) Board of Public Works:
Annapolis - To supplement the appropriation for
the design and preparation of detailed plans and
specifications for two (2) State Office Buildings
for the Department of Agriculture, etc...........65,000
SECTION 12. AND BE IT FURTHER ENACTED, That the items
affected by the preceding Sections of this Act are described
in this Act by reference only; and each reference shall be
deemed to include the full description of the item,
including any restrictions or conditions, set forth in
Chapter 195 of the Acts of 1973, Chapter 289 of the Acts of
1974, Chapter 563 of the Acts of 1975, Chapter 886 of the
Acts of 1975, Chapter 774 of the Acts of 1976, Chapter 914
of the Acts of 1976, Chapter 334 of the Acts of 1977,
Chapter 44 of the Acts of 1978, Chapter 137 of the Acts of
1978, Chapter 357 of the Acts of 1978, Chapter 795 of the
Acts of 1978, Chapter 919 of the Acts of 1978, or Volume I
of the Maryland State Budget for Fiscal Year ending June 30,
1979, as the case may be. There shall be allowed an
additional period of two years, beginning on the effective
date of this Act, for placing the projects listed in the
preceding Sections under contract. If the projects, or any
of them, are not placed under contract within the two-year
period, then, as to any project not placed under contract,
it shall be deemed abandoned. To the extent that bonds
evidencing the portion of the loan authorized by Chapter 195
of the Acts of 1973, Chapter 289 of the Acts of 1974,
Chapter 886 of the Acts of 1975, Chapter 914 of the Acts of
1976, or Chapter 795 of the Acts of 1978 attributable to an
