(5) MEMBERS OF THE COMMISSION SERVE WITHOUT
COMPENSATION, BUT SHALL BE REIMBURSED FOR REASONABLE
EXPENSES INCURRED IN CARRYING OUT THEIR RESPONSIBILITIES
UNDER THIS SECTION.
(6) THE MEMBERS OF THE COMMISSION SHALL ELECT A
MEMBER AS CHAIRMAN OF THE COMMISSION.
(7) THE CONCURRENCE OF AT LEAST FIVE MEMBERS IS
REQUIRED FOR ANY FORMAL COMMISSION ACTION.
(8) THE COMMISSION MAY REQUEST AND RECEIVE
ASSISTANCE AND INFORMATION FROM ANY UNIT OF STATE
GOVERNMENT.
(C) (1) NOT LATER THAN NOVEMBER 1, 1980, THE
COMMISSION SHALL MAKE WRITTEN RECOMMENDATIONS TO THE
GOVERNOR AND GENERAL ASSEMBLY AS TO THE SALARIES AND
PENSIONS OF THE JUDGES OF THE COURTS LISTED IN SUBSECTION
(A) OF THIS SECTION. THE GOVERNOR SHALL INCLUDE IN HIS
BUDGET FOR THE NEXT FISCAL YEAR FUNDING NECESSARY TO
IMPLEMENT THOSE RECOMMENDATIONS, CONTINGENT ON ACTION BY THE
GENERAL ASSEMBLY UNDER SUBSECTIONS (D) AND (E) OF THIS
SECTION.
(2) BEGINNING IN 1982 AND EVERY 2 YEARS
THEREAFTER, THE COMMISSION SHALL REVIEW THE SALARIES AND
PENSIONS OF THE JUDGES OF THE COURTS LISTED IN SUBSECTION
(A) OF THIS SECTION. AFTER 1980, THE COMMISSION SHALL MAKE
RECOMMENDATIONS TO THE GOVERNOR AND GENERAL ASSEMBLY AT
LEAST EVERY 4 YEARS, ACCOUNTING FROM SEPTEMBER 1, 1980.
EACH SET OF COMMISSION RECOMMENDATIONS SHALL BE HANDLED AND
BECOME EFFECTIVE AS PROVIDED IN THIS SECTION.
(3) THE COMMISSION MAY RECOMMEND AGAINST
INCREASING SALARIES OR PENSIONS, BUT MAY NOT RECOMMEND
REDUCING SALARIES OR PENSIONS BELOW THE LEVEL IN EFFECT WHEN
THE RECOMMENDATION IS MADE.
(D) (1) THE SALARY RECOMMENDATIONS MADE BY THE
COMMISSION BECOME EFFECTIVE UNLESS EACH HOUSE OF THE GENERAL
ASSEMBLY, BY THE FIFTIETH DAY OF ITS SESSION IN THE YEAR
FOLLOWING THE YEAR IN WHICH THE RECOMMENDATIONS WERE MADE,
REJECTS OR REDUCES ALL THE SALARY RECOMMENDATIONS OR THE
RECOMMENDATIONS FOR THE SALARIES OF THE JUDGES OF ONE OR
MORE OF THE COURTS. REJECTION OR REDUCTION SHALL BE BY VOTE
OF AT LEAST TWO THIRDS OF ALL THE MEMBERS ELECTED TO EACH OF
THE TWO HOUSES, BUT A REDUCTION MAY NOT DIMINISH THE SALARY
OF A JUDGE DURING HIS CONTINUANCE IN OFFICE. IF THE GENERAL
ASSEMBLY REJECTS ANY OR ALL OF THE COMMISSION
RECOMMENDATIONS, THE SALARIES OF THE JUDGES AFFECTED REMAIN
UNCHANGED, UNLESS MODIFIED UNDER OTHER PROVISIONS OF LAW.
THE SALARY RECOMMENDATIONS MADE BY THE COMMISSION SHALL BE
INTRODUCED AS A JOINT RESOLUTION IN EACH HOUSE OF THE
GENERAL ASSEMBLY NOT LATER THAN THE FIFTEENTH DAY OF THE
SESSION. THE GENERAL ASSEMBLY MAY AMEND THE JOINT
