SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1980.

AN ACT concerning

Natural Resources - Hazardous Substances

FOR the purpose of permitting transportation of designated
hazardous substances only by designated hazardous
substance haulers who are certified by the Department
of Natural Resources; requiring a designated hazardous
substance producer to report periodically on, among
other things, the identities of the hauler and of the
facility to which a designated hazardous substance is
intended to be transported; and forbidding a designated
hazardous substance producer to pay certain types of
designated hazardous substance haulers for disposal at
a facility allowing for contracting of certain
treatment, storage, or disposal.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

8-1413.2.

(m) Every person who produces a designated hazardous
substance that is transported away from the place of
generation to a facility[, shall]:

(1) [Attach] SHALL ATTACH a label approved by
the Department to any designated hazardous substance
container, except as may be in conflict with other State and
federal law; [and]
