(b) The Secretary of Licensing and Regulation shall be
responsible for promulgating rules and regulations for his
office.
(2) Prior to publication pursuant to Section 245
of this Article, there shall be submitted to the Secretary
any proposed rule or regulation of any of the divisions
boards, commissions, offices, and other agencies within the
jurisdiction of the Department [when]. WHEN the rule or
regulation pertains to the regulatory, supervisory,
quasi-judicial, disciplinary or enforcement duty or function
of such division, board, commission, offices, or other
agencies, the Secretary may, within 30 days after
presentation, disapprove any rule or regulation if he
determines that it:
(i) Would discourage competition within a
licensed or regulated occupation or profession;
(ii) Would unfairly restrict entry of
applicants into a licensed or regulated occupation or
profession, or
(iii) Is otherwise contrary to the public
interest.

(b) The Register shall include:

which appointed, effective date of appointment, term of
office, and salary, of all appointments made by the
Governor, whether or not requiring approval by the House of
Delegates or the Senate of Maryland, or [both.] BOTH;

(a) The Office of Community Services is part of the
State Department of Human Resources. The Secretary OF Human
Resources, with the approval of the Governor, shall appoint
an Executive Director of the Office who shall be chief
administrative and executive officer thereof. The
Secretary, with the approval of the Governor, also shall
appoint a deputy director of the Office who shall be the
principal assistant to the Executive Director. They shall
not be subject to the provisions of Article 64A of this
Code, and shall be selected because of their known
experience and interest in the advancement and development
of economic opportunity. They shall receive such salaries
as provided in the budget from time to time.

(c) The Secretary, upon receipt of an application and
after such investigation as he deems advisable, may approve
a loan of up to fifty percent of the anticipated project
