(b) A licensed dentist is considered to hold himself
out to the public as a specialist if he announces his dental
practice by card, letterhead, directory listings, or other
printed [manner] MATTER, using such terms as "specialist,"
"practice limited to...," "special attention to...,"
"limited to specialty of...," or equivalent words or
phrases, and designates one or more specialties.

(z) "Public official" means:
(1) Any individual in the legislative branch, in
the executive branch, or in an executive agency of the State
government who:
(i) Is classified or compensated at grade
level 18 or above, or is appointed to an executive agency
which the Commission has not exempted pursuant to [§
2-102(g)] § 2-103(h); or
5-101.
(a) The provisions of this title do not apply to the
following acts:
(4) Actions of a publisher or working member of
the press, radio, or television who in the ordinary course
of the business of disseminating news or making editorial
comment to the general public but [not] WHO DOES NOT ENGAGE
IN further or other lobbying that would directly and
specifically benefit the economic, business, or professional
interests of that person or that person's employer.

(b) On or before January 10 of each year, or not later
than five days after first performing any act requiring
registration under this subtitle, whichever is later, every
person required to register with the Commission pursuant to
subsection (a) shall provide the following information,
where appropriate, on a form provided by the Commission:
(3) The name, address, and nature of business of
any person who compensates the registrant accompanied by
[and] the written authorization required by § 5-102 and a
statement whether that person will be exempt from the
provisions of this title, pursuant to § 5-101(b), because of
the filing and reporting of the registrant; and

(b) (1) If any report filed with the Commission
contains the name of AN OFFICIAL IN EITHER THE EXECUTIVE OR
THE LEGISLATIVE BRANCH or member of his immediate family, as
