Article 23 - Miscellaneous Companies

(e) The appeal taken shall be subject to the

provisions of the Administrative {Procedure] PROCEDURES Act.
An appeal may be taken from the decision of the court
hearing said appeal to the Court of Special Appeals by any
party to the proceedings in the same manner as other appeals
are taken from decrees or orders of courts.

To carry out the purposes of this subheading, the
Governor may enter into a reciprocal agreement with the
governor of any other state empowering railroad police
officers to perform police functions lawfully exercised by
an officer of the reciprocal state relating to the purposes
described in [§§258 and 261] §§ 257 AND 260 of this

(b)  The County Commissioners shall set up a public
hearing, shall notify the owners of real property in the
proposed district of the time and place of the hearing by
mailing a notice of the hearing addressed to each owner at
his or her address as shown on the assessment records, and
by giving notice of the time and place of the hearing in two
newspapers of general circulation in the county for two
consecutive weeks. At such hearing, the Commissioners shall
determine the scope of the project and shall advise the
