him at the time of his entry into the armed services, and
shall be given credit for the additional seniority above
provided. He shall not be discharged from the position to
which he is reinstated or which he is reemployed without
substantial cause within one year after reinstatement, and
only for the reasons and in the manner provided in the merit
system, if applicable.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.

AN ACT concerning

Public Works Contracts - Reporting Requirements

FOR the purpose of requiring the contracting public body to
promptly examine all weekly public works project
payrolls submitted by contractors and subcontractors
working at the job site and to report any violations of
the provisions of Article 100 of the Annotated Code
relating to public works contracts or any regulations
promulgated under those provisions, to the Maryland
Commissioner of Labor and Industry.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 100 - Work, Labor and Employment

100.

(F) THE CONTRACTING PUBLIC BODY SHALL PROMPTLY EXAMINE
ALL WEEKLY PROJECT PAYROLLS SUBMITTED BY CONTRACTORS AND
SUBCONTRACTORS WORKING AT THE JOB SITE AND SHALL REPORT TO
THE COMMISSIONER ANY VIOLATIONS OF THIS SUBTITLE OR
REGULATIONS PROMULGATED UNDER THIS SUBTITLE.
