(2) The actual cash proceeds of the sale of the bonds
shall be paid to the Treasurer and shall be first applied to
the payment of the expenses of issuing and delivering the
bonds unless such funds are otherwise provided and
thereafter shall be credited on the books of the State
Comptroller and expended, upon approval by the Board of
Public Works, for the following public purposes, including
any applicable architects' and engineers' fees:

Street, Baltimore and demolition of the existing

On June 1, 1979, the Board of Public Works shall
revert to the Annuity Bond Fund so much of the
appropriation for the Biddle street project as is
then unexpended and uncommitted, and if the State
sells or transfers the property at 3500 East
Biddle Street, Baltimore, the state shall receive
the fair market value for said property.
Acquisition of property and construction of
correctional medium AND/OR MAXIMUM security
facilities to provide [800] FIVE HUNDRED (500)
beds. Selection of sites shall be made by the
