Ch. 12

PROVISIONS OF THIS SUBSECTION DO NOT APPLY TO ANY ASSISTANT
ADJUTANT GENERAL APPOINTED ON OR AFTER FEBRUARY 15, 1980.

SECTION 2. AND BE IT FURTHER ENACTED, That the rights
of any person who has qualified or who may qualify for any
of the benefits of Sections 9(h) and (i) of Article 65 of
the Code, as these rights existed prior to the effective
date of this Act, are preserved in full notwithstanding the
repeal of these Sections by Section 1 of this Act.

SECTION 2 3. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety and having been passed by a yea and nay vote
supported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 13

(House Bill 257)

AN ACT concerning

Baltimore City - Sewer and Drain Bond Issue

FOR the purpose of authorizing the Mayor and City Council of
Baltimore to create a debt, and to issue and sell its
certificates of indebtedness as evidence thereof, to an
amount not exceeding Eight Million Five Hundred
Thousand Dollars ($8,500,000.00), the proceeds derived
from the sale of the certificates of indebtedness to be
used for the purpose of enlarging, extending, altering,
modernizing, and improving the sanitary sewerage, storm
water drainage, and stream valley systems of Baltimore
City, including, but not limited to, the construction
of additional sewage disposal plants, pumping stations
and other appurtenances, the alteration, enlargement,
modernization, and improvement of existing sewage
disposal plants, pumping stations and other
appurtenances, and the acquisition by purchase or
condemnation of any and all sanitary and storm water
sewers, sewage disposal plants, pumping stations and
other appurtenances, as well as of any and all land and
property, and of any right, interest, franchise,
easement or privilege therein, as may be necessary for
any or all of the above mentioned purposes, and doing
any and all things necessary, proper, or expedient in
connection with or pertaining to any or all of the
