SECTION 2. AND BE IT FURTHER ENACTED, That the Motor
Vehicle Administration shall refund to the Lions Club of
District 22 C Lions of District 22-C Eye Bank & Research
Foundation, Inc. the amount of the Motor Vehicle Excise Tax
paid upon issuance of a certificate of title for the motor
vehicle owned and operated by the Lions Club of District
22 C Lions of District 22-C Eye Bank & Research Foundation,
Inc. and used as a Hearing and Eye Screening Mobile Unit.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.

State Construction Contracts - Competitive Bidding

shall give a preference to Maryland contractors under
