The provisions of this subtitle shall not affect the
authority granted under §§ 645K through 645V or 705 of this
article, or any work release program created pursuant to
such authority. The counties may, with the approval of the
Secretary, convert any such work release program into a
community adult rehabilitation center subject to the
provisions of this subtitle; however, the provision of §
710B(a) shall not apply with respect to a converted work
release program. The Secretary shall, by rule, adopt
procedures for the conversion of these programs into
community adult rehabilitation centers.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.

AN ACT concerning
Maryland Commission on Correctional Standards - Established
FOR the purpose of establishing the Maryland Commission on
Correctional Standards; providing for appointment of
the members of the Commission; providing for the
authority and duties of the Commission; abolishing the
position of jail programming and inspection officer
within the Division of Correction; authorizing the
Secretary of Public Safety and Correctional Services to
adopt certain mandatory and approved correctional
standards; authorizing the Commission to inspect
correctional facilities and enforce the enforce certain
standards; providing that the Commission shall
establish certain advisory boards, and providing for
the appointment of members of the advisory boards, and
specifying certain duties of the advisory boards;
transferring from the jail programming and inspection
officer to the Secretary the authority to establish
regulations for diminution of sentences of inmates held
in pretrial or presentence status; transferring the
incumbent jail programming and inspection officer and
his staff to the staff of the Commission; and generally
relating to the adoption, auditing, and enforcement of
correctional standards.
