VOLUNTEER STAFF FOR THE PURPOSE OF OBTAINING EMPLOYMENT,
TRAINING, EDUCATION, OR TREATMENT SERVICES FOR THE PERSON'S
RELEASE AND TO INDIVIDUALS AGREEING TO SPONSOR THE RELEASEE
IN THE INDIVIDUAL'S HOME FOR AUTHORIZED FURLOUGHS. THE
PARTICIPANT SHALL BE INFORMED OF CONFIDENTIALITY
REQUIREMENTS. THE CENTER STAFF SHALL REQUEST THE
PARTICIPANT TO WAIVE IN WRITING HIS RIGHT OF CONFIDENTIALITY
FOR THE PURPOSES INDICATED.

The provisions of this subtitle shall not affect the
authority granted under §§ 645K through 645V or 705 of this
article, or any work release program created pursuant to
such authority. The counties may, with the approval of the
Secretary, convert any such work release program into a
community adult rehabilitation center subject to the
provisions of this subtitle; however, the provisions of §
710B(a) shall not apply with respect to a converted work
release program. The Secretary shall, by rule, adopt
procedures for the conversion of these programs into
community adult rehabilitation centers.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.

AN ACT concerning
Community Adult Rehabilitation Centers
FOR the purpose of providing for a State Commission on
Correctional Standards; providing for the need and cost
of starting new adult rehabilitation centers; providing
for the conditions, criteria, and procedures for
placement of a person in a center; designating who
shall have financial responsibility for center
operating costs; providing for the procedure regarding
the release of certain information; making technical
changes; clarifying language; and generally relating to
community adult rehabilitation centers.
