agreements to a successor franchise team of the National
Football League if that team agrees to make full and regular
use of Memorial Stadium until January 1, 1996 Provided
further that prior to the payment of any funds under the
provisions of the Act for the purposes set forth in Section
1(3) above, the Board of Public Works shall enter into an
agreement of understanding with the corporation generally
known as the Baltimore Orioles or its successor (the
Orioles) that the professional sports team owned and
operated by it will continue to make full and regular use of
Memorial Stadium for the immediate future or make full and
regular use of a stadium in the State of Maryland where the
team shall be named the "Baltimore Orioles"; provided,
further, that prior to the payment of any funds under the
provisions of this Act for the purposes set forth in Section
1(3) above, the Board of Public Works shall enter into an
agreement of understanding with the Mayor and City Council
of Baltimore that any capital expenditures to Memorial
Stadium shall provide facilities for the handicapped
including at a minimum, reserved parking areas, designated
safety ramps, and reserved seating areas.
(7) If satisfactory evidence that the requirements of
Section 1 (6) have been met is presented to the Board of
Public Works the proper officers of the State may disburse
the proceeds of the Loan as a State grant to the Mayor and
City Council to be expended in accordance with the
provisions of this Act.
(8) The Board of Public Works may not issue any bonds
pursuant to this Act before July 1, 1981.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1980.

AN ACT concerning
Mass Transit - Assumption of Costs
FOR the purpose of providing that the Transportation Trust
Fund and certain political subdivisions shall assume
certain costs of the rapid rail mass transit system
serving the Washington Suburban Transit District; and
generally relating to the funding of that system; and
making this Act contingent upon the passage of another
Act.
