(c) Any increase in salary or wages granted after June
1, 1982 may be retained on appointment to the classified
service only if the Director approves.
(d) The Director shall consider the monetary value of
any and all other benefits, entitlements, services or
prerogatives and, at his discretion and in consideration of
the best interests of the classified service, may consider
these values or a portion of them when establishing the rate
of salary on appointment.
(e) After appointment, the employee is entitled to the
same benefits provided to any employee who is subject to the
Personnel Merit System for the Office of the Clerk of the
Circuit Court for Baltimore City, as provided under the
provisions of Section 1 of this Act.
SECTION 5. AND BE IT FURTHER ENACTED, That this Act
shall take effect at the same time as and be contingent upon
the adoption of the Constitutional Amendments proposed by
Chapter ____ of the Acts of 1980 (H.B. 1729)(01r3623) or
(S.B. 784)(01r0746), concerning the creation of the Circuit
Court of Baltimore City. If those proposed amendments are
not adopted, this Act shall be null and void without the
necessity of further action by the General Assembly.
