(a) The Board of County Commissioners of Caroline
County may create a Caroline County Plumbing Board to
consist of five members. One of the members shall be a
licensed master plumber residing in Caroline County and
shall be appointed annually by the County Commissioners. A
second member shall be one of the County Commissioners to be
named by them from time to time. The three remaining
members shall be appointed by the County Commissioners from
residents of the county. No member of the board shall
receive any compensation for his services.
(b) The members of the board shall appoint an
inspector of plumbing who shall receive such compensation as
may be fixed from time to time by the County Commissioners.
(c) The Plumbing Board shall establish a system of
rules and regulations including the establishment of fees
for inspection permits and licenses. They shall submit
these rules and regulations to the County Commissioners for
adoption. Any specifications made by the board in the rules
and regulations adopted by it shall not exceed those
established by the State Plumbing Code. Prior to the
adoption of any rules and regulations, they shall be
published once each week for three consecutive weeks in each
of the Caroline County newspapers. The Board of
Commissioners shall provide for a public hearing on any
proposed rules and regulations in order to obtain the
benefit of public views and opinions thereon prior to their
final adoption. The Commissioners shall publish notes of
the time and day of the hearing, together with a copy of the
proposed rules and regulations.
(d) The rules and regulations so adopted shall not
apply to any property owner who installs or works on his own
plumbing system, except that such installation shall be
subject to permit and inspection regulations. The
connecting of such a system to a public water system or
public sewer system must be done by a master plumber [or by
the owner or the agent of the owner of such sewer or water
system].
(e) The violation of any regulation of the Board shall
be a misdemeanor, and upon conviction thereof be punishable
by a fine not to exceed fifty dollars ($50) for each day
said offense shall continue.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.
