[(d)](B) The Department of Health and Mental Hygiene
may establish standards and rules and regulations to carry
out the provisions of this section.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.

State Highway Administration - Local Authority

FOR the purpose of repealing the requirement that the State
Highway Administration approve resolutions of a local
governing body if the body has determined that a
highway is in danger of serious damage from certain
