Rule 4 — A shutoff valve shall be installed every
1,000 feet in all airdox lines and branch lines at a point
near the main lines.
Rule 5 — Airdox lines shall be protected at places
where equipment passes over, under, or adjacent to them and
shall not be handled or repaired when air pressure is in the
line.
Rule 6 — Air lines shall be examined periodically for
kinks or other weaknesses and replaced immediately when any
defect is found.
Rule 7 — Copper tubing shall be coiled and uncoiled
properly. The part of the tubing affected by frequent
coiling and uncoiling shall be renewed periodically because
of the dangers from kinks and crystallization.
Rule 8 — Blow-down valves shall not be less than 45
feet from the face and shall be around a right angle.
Rule 9 — Any hole for an airdox tube shall not be on
the solid.
Rule 10 — The airdox tube shall be pushed to the back
of the drill hole and then withdrawn six to 12 inches to
form an air cushion.
Rule 11 — If a blow-down valve is opened to discharge
the airdox tube, it shall remain open until it is time to
place the tube in the next borehole.
Rule 12 — After the breaking down of the coal in any
one place, the tube shall be disconnected immediately from
the air line and not reconnected until it is ready to be
used in the next place.
Rule 13 — When an airdox tube fails to discharge, the
line leading to the tube shall be disconnected at the
blow-down valve and the tube dragged by means of the line to
an abandoned place, marked with warning signs, and left for
12 hours before any repair work is done.
Rule 14 — Every person shall be removed from any
adjoining working place where there is danger of breaking
through and be at a safe distance around a right angle,
while coal breaking is in progress.]

(a) In every coal mine in the State, each miner shall
be paid by weight. Each coal mine operator shall provide
and maintain a suitable and accurate scale, which a
competent weighmaster employed by the operator shall examine
and test at least once every six months, and keep in
thorough repair. A correct record shall be kept of all
