(4) Tamping Bars; Leg Wires; Firing From
Circuit. Only wooden tamping bars shall be used to charge a
hole. Leg wires of electric detonators shall be kept shunted
or the ends twisted together until ready to connect to the
firing cable. No shot may be fired from the power or signal
circuit while workers are in the mine.
(5) Testing Roof and Faces. Roof and faces of
working places shall be tested before and after blasting.
(6) Warnings. Ample warning shall be given
before any shot is fired, and care shall be taken to make
sure every person is in the clear. Workers shall be removed
from any adjoining working place when there is danger of a
shot blowing through.
(7) Open Shots. An adobe, mudcap, or other open,
unconfined shot may not be fired in any mine.
(m) Blasting cable shall be:
(1) Well insulated and as long as necessary to
permit the shot firer to get in a safe place around a
corner;
(2) Short-circuited at the battery end until
ready to attach to the blasting unit;
(3) Staggered as to length or kept well
separated when attached to the detonator leg wire; and
(4) Kept clear of power wire and any other
possible source of active or stray current. Power wire in
the face region shall be de-energized during any charging
and blasting operation.
(n) (1) Waiting Period. If a misfire occurs with
electric detonators, there shall be a waiting period of at
least five minutes before anyone returns to the shot. After
the failure, the blasting cable shall be disconnected from
the source of power and the battery end short-circuited
before electric connections are examined.
(2) Removal of Explosives. Explosives shall be
removed by firing a separate charge at least two feet away
from, and parallel to, the misfired charge, by washing the
stemming and the charge from the borehole with water, or by
inserting and firing a new primer after the stemming has
been washed out.
(3) Recovery of Undetonated Explosives;
Supervision. A careful search of the working place, and, if
necessary, of the coal after it reaches the tipple, shall be
made after blasting a misfired hole in order to recover any
undetonated explosive. The mine foreman or his designee
personally shall supervise the handling of a misfired shot.
