Tax Enabling Act of the State of Pennsylvania. (P.L. 1257,
Acts of 1965, codified as Title 53, §6901, et seq., Pa.
Stat. Ann.).
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three—fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 33
AN ACT concerning
Financial Institutions
FOR the purpose of adding a new Article to the Annotated
Code of Maryland, to be designated and known as the
"Financial Institutions Article", to revise, restate,
and recodify the laws of this State relating and
pertaining to financial institutions, including banking
institutions, credit unions, savings and loan
associations, persons making or prohibited from making
consumer loans, installment loans, secondary mortgage
loans, and sales finance companies, bank service
corporations, sellers of money orders and traveler's
checks, mortgage bankers and mortgage brokers, and
safe-deposit companies and to the Maryland credit Onion
Insurance Corporation, Maryland Savings-Share Insurance
Corporation, Maryland Industrial Development financing
Authority, Maryland Small Business Development
Authority, and Home Financing Program; relating and
pertaining to the registration, qualification, and
doing business in this State by and other activities of
certain foreign entities, generally providing and
establishing with respect to various of these and
related matters, definitions, exemptions and defenses,
procedures, rights and remedies, and civil and criminal
penalties, and for the supervisory and regulatory
authority of various governmental agencies and units,
generally relating to these and all other matters
relating to financial institutions; revising and
transferring to appropriate articles of the Code
certain miscellaneous provisions relating to
representations as to attorneys and to certain unlawful
real estate activities, subject to uniform penalties;
revising and transferring to appropriate articles
certain provisions relating to the Governor's authority
during emergencies; revising, for purposes of the Code
and rules and regulations adopted under it, the laws
