guidelines, proposed standards and guidelines, orders and
other directives, forms, plans, memberships, special funds,
appropriations, grants, applications for grants, contracts,
property, investigations, administrative and judicial
proceedings, rights to sue and be sued, and all other duties
and responsibilities associated with those functions
transferred by this Order shall continue in effect under the
Secretary of Health and Mental Hygiene or the appropriate
board, council or other unit within the Department, until
completed, withdrawn, cancelled, modified, or otherwise
changed pursuant to law.
SECTION 6. AND BE IT FURTHER ORDERED, That if any
provision of this Order or the application thereof to any
person or circumstance is held invalid for any reason in a
court of competent jurisdiction, the invalidity does not
affect other provisions or any other application of this
Order which can be given effect without the invalid
provision or application, and for this purpose the
provisions of this Order are declared severable.
SECTION 7. AND BE IT FURTHER ORDERED, That the
captions and other headings in the Executive Order are for
guidance only and are not intended to become law.
SECTION 8. AND BE IT FURTHER ORDERED, That, unless
specifically disapproved, within fifty days after
submission, by a resolution of disapproval concurred in by a
majority vote of all members of either House of the General
Assembly, this Executive Order shall take effect July 1,
1980.
