[The court stenographer shall be entitled to charge as
part of his own compensation, in addition to his per annum
salary, for all stenographic work and typewriting done by
him in equity cases the usual per diem and rates for taking
testimony, transcribing and furnishing copies of the same
when requested to do so, except such copies as he may be
directed to make by a judge or judges of the court, for
which he shall make no charge.]
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.

AN ACT concerning
Maryland Industrial Development
Financing Authority (MIDFA)
FOR the purpose of providing that borrowing by a public body
for the purpose of acquiring or financing an industrial
project, the mortgage loan for which is approved or
insured by MIDFA, is not subject to certain provisions
of Article 31 "Debt - Public"; providing that such a
borrowing may be in the form of an issuance of bonds;
changing certain definitions and provisions to reflect
and provide generally for this form of transaction;
providing that determinations by public bodies as to
the implementation of the MIDFA subtitle are
conclusive; specifying the purposes for which a public
body may borrow money for a MIDFA transaction;
generally revising the laws governing MIDFA
transactions; and declaring this Act to an emergency
measure.
