providing that this Act will only affect certain
contracts.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 88D - state Lottery

8.

The director shall have the power, and it shall be his
duty to:

(h) Subject to the approval of the Commission and to
any applicable laws relating to public contracts, to enter
into contracts for the operation of the lottery, or any part
thereof, and into contracts for the promotion of the
lottery. All contracts shall be awarded to the lowest
responsible bidder, and shall be let for such period of
years, not exceeding [three] 5, as the Commission may
determine. A contract awarded or entered into by the
director may not be assigned by the holder thereof except by
specific approval of the Commission.

SECTION 2. AND BE IT FURTHER ENACTED, That the
provisions of this Act will only affect contracts awarded
after July 1, 1980, and may not be used to extend an
existing contract.

SECTION 2 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.
