LAWS OF MARYLAND

Ch. 301

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article - Education

13-104.

(f) (1) The Board may construct, maintain, equip,
repair, and operate branches of the University in:

(i) Baltimore County;

(ii) Baltimore City;

(iii) Central Eastern Shore,

(iv) Central western Maryland; and

(v) Southern Maryland.

(2)  [However, all purchases] EXCEPT FOR CAPITAL
EXPENDITURES, PURCHASES made by [these] EXISTING facilities
are NOT subject to the authority of the Department of
General Services. HOWEVER, IF ANY OTHER BRANCH IS
ESTABLISHED, ITS PURCHASES SHALL BE SUBJECT TO THE AUTHORITY
OF THE DEPARTMENT OF GENERAL SERVICES.

13-1A-02.

(b) (1) [Appointments] EXCEPT AS PROVIDED IN PARAGRAPH
(3) OF THIS SUBSECTION, APPOINTMENTS at the University are
not subject to or controlled by the provisions of the Merit
System Law.

(3)  [The] IF A NEW BRANCH OF THE UNIVERSITY IS
ESTABLISHED UNDER § 13-104(F), THE University is subject to
the State Merit System Law with respect to nonacademic
employees at [its branches in:

(i) Baltimore City;

(ii) Baltimore County;

(iii) The central Eastern Shore;

(iv) Central Western Maryland; and

(v) Southern Maryland] THAT BRANCH.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.
