AN ACT concerning

Blood Donors - Minors

FOR the purpose of permitting certain manors to donate blood
to certain blood programs without parental permission;
and clarifying language.

BY repealing and reenacting, with amendments,

Article 43 - Health

Section 76A

Annotated Code of Maryland

(1971 Replacement Volume and 1979 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 43 - Health

76A.

(A)  "BLOOD PROGRAM" MEANS ANY VOLUNTARY        AND
NONCOMPENSATORY PROGRAM FOR THE DRAWING OF BLOOD,   WHICH
PROGRAM IS APPROVED BY THE AMERICAN ASSOCIATION OF    BLOOD
BANKS OR THE AMERICAN RED CROSS.

(B)  [Notwithstanding] DESPITE any other provisions of
the law, any minor [eighteen (18)] 17 years of age or older
may donate blood TO ANY BLOOD PROGRAM without parental
permission or authorization[, providing that no monetary
compensation is PAID OR received].

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.

Jury Trials in Criminal Cases

FOR the purpose of eliminating the right to jury trial for
certain criminal offenses, unless the penalty for the
offense meets certain criteria or unless there is a
constitutional right to jury trial for the offense.
