their absence. An ex officio member does not have voting
rights.

(6) THE SPEAKER OF THE HOUSE SHALL APPOINT A
MEMBER OF THE HOUSE OF DELEGATES AS A LIAISON TO THE BOARD
AND THE PRESIDENT OF THE SENATE SHALL APPOINT A MEMBER OF
THE SENATE AS A LIAISON TO THE BOARD. BOTH THE DELEGATE AND
THE SENATOR SHALL BE REPRESENTATIVES OF LEGISLATIVE
DISTRICTS WITHIN THE REGION. THEY SHALL SERVE IN AN
ADVISORY CAPACITY ONLY TO THE BOARD, AND DO MAY NOT HAVE
VOTING RIGHTS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

(a) (1) The owner of any vehicle      described in

paragraph (2) of this subsection may    apply to the

Administration for the assignment to that    vehicle of a
special, personalized registration number.

(2) This section applies only as to:

(i) A Class A (passenger) vehicle; [or]
