classified advertisements appear. In lieu of publishing the
advertisement, as provided in subsection (c) of this
section, the taxing authority may mail a copy of the notice
to each taxpayer residing within the jurisdiction of the
taxing authority. The meeting on the proposed tax rate may
coincide with the meeting on the proposed budget of the
taxing authority. The hearing shall be held not less than
14 days prior to the date by which property tax rates shall
be levied pursuant to the provision contained in a charter,
general or local law, or local ordinance.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT concerning

State Debt - Bird River and North
East Creek Dredging

FOR the purpose of amending Chapter 5 of the Acts of the
General Assembly of 1977, as amended by Chapter 826 of
the Acts of the General Assembly of 1978, and by
Chapter 498 of the Acts of the General Assembly of
1979; and altering the apportionment of certain amounts
of bonds authorized under that Act between the Bird
River Dredging Project and the North East Creek
Dredging Project.

BY repealing and reenacting, with amendments,

Chapter 5 of the Acts of the General Assembly of 1977,
as amended by Chapter 826 of the Acts of the
General Assembly of 1978, and by Chapter 498 of
the Acts of the General Assembly of 1979

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That chapter(s) of the Acts of the General
Assembly be repealed, amended, or enacted to read as
follows:
