the lottery as he may deem advisable pursuant to this
article and the rules of the [Commission] AGENCY, and such
functions, activities and services shall constitute lawful
functions, activities and services of the person. In no
event shall the regular commission received by any one agent
in any one calendar year exceed 5% of the agent's gross
sales of tickets during the year, provided, however, that
the [Commission] DIRECTOR may authorize the payment of
special bonuses and incentives to agents and their
employees, such bonuses and incentives not to exceed in the
aggregate one half of 1% of the moneys received from the
gross sales of tickets by agents during the year.

(b) The state Lottery [Commission] AGENCY shall
implement the provisions of this section by the adoption of
rules in accordance with the Administrative Procedure Act
governing the issuance and use of bonds and the award of
interest thereon, subject to the requirements of this
section.
(J) SUBJECT TO THE APPROVAL OF THE COMMISSION, AMEND,
REPEAL, OR SUPPLEMENT THE RULES FROM TIME TO TIME AS HE
DEEMS NECESSARY OR DESIRABLE, IN ACCORDANCE WITH THE
ADMINISTRATIVE PROCEDURE ACT.
SECTION 2. AND BE IT FURTHER ENACTED, That Section(s)
7(d) through (h), respectively, of Article 88D - State
Lottery, of the Annotated Code of Maryland be renumbered to
be Section(s) 7(c) through (g), respectively.
SECTION -2- 3. AND BE IT FURTHER ENACTED, That this
Act shall take effect July 1, 1979.

AN ACT concerning
Carroll County - Property Tax Credits - Exemptions
FOR the purpose of providing a Carroll County real property
tax credit during certain periods and at certain rates
for certain property located in Carroll County
permitting the Carroll County Commissioners to grant
certain real property tax exemptions; requiring that
the exemptions apply solely to county taxation; and
creating certain limitations.
