SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section(s) 8-1705(a) of Article - Natural
Resources, of the Annotated Code of Maryland be repealed.

SECTION 2. AND BE IT FURTHER ENACTED, That section(s)
of the Annotated Code of Maryland be repealed, amended, or
enacted to read as follows:

8-1705.

(A) WITH RESPECT TO WATER QUALITY, THE COMMISSION
SHALL ADVISE AND MAKE RECOMMENDATIONS IN ACCORDANCE WITH THE
BALTIMORE METROPOLITAN WATER QUALITY MANAGEMENT PLAN, AS
PREPARED AND ADOPTED IN ACCORDANCE WITH 33 U.S.C. § 1288.
(SECTION 2 OF THE FEDERAL WATER POLLUTION CONTROL ACT
AMENDMENTS OF 1972).

Funding and staffing of the Commission may be
apportioned among the county, city, and State agencies as
recommended by the Commission and [determined by the
regional planning council and] as provided in their
respective budgets.
