EXAMPLE, WESTERN MARYLAND AND THE EASTERN SHORE) IN WHICH
THE APPLICANT RESIDES. However, whenever the applicant is
an out-of-state resident, the Commission shall determine the
place of examination. The Commission, within a period of 30
days from the date of the Commission meeting next following
the examination date, shall notify the applicant of the
examination score and of the determination of the Commission
as to the application. If the application for a license is
denied, the Commission shall send the applicant a written
statement setting forth the reasons for denial.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1979.

AN ACT concerning
Oyster Dredging - Ice
FOR the purpose of authorizing scooping, dredging, or
handscraping for oysters by hand in areas reserved for
tonging when watermen are denied access to oyster
taking areas because of ice; providing for a certain
date by which this Act shall automatically expire; and
making this Act an emergency measure.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
Article - Natural Resources
4-1013.
(e) All submerged land of the State not leased for
cultivation of oysters nor designated as dredging territory
by the provisions of this subtitle shall be reserved for
tongers exclusively. The owner, captain, master or any crew
member of any boat may not catch oysters by scoop,
handscrape, or dredge, or attempt or conspire to catch
