(c) (1) In Montgomery County, [on July 1, 1951, the
County Council shall appoint three persons who shall
constitute the board of license commissioners for said
county. One of the members appointed to the first board
shall serve for two years; another shall serve for four
years; and the third shall serve for six years. At the
expiration of each of the above terms, appointments or
reappointments shall be for six-year terms. On and after
December 7, 1970 all appointments or reappointments shall be
made by the county executive subject to the confirmation of
the County Council. No more than two members of said board
shall belong to the same political party.] EFFECTIVE JULY 1,
1979, THE BOARD OF LICENSE COMMISSIONERS SHALL CONSIST OF
FIVE MEMBERS, APPOINTED BY THE COUNTY EXECUTIVE, SUBJECT TO
CONFIRMATION BY THE COUNTY COUNCIL.
(2) EACH MEMBER OF THE BOARD SERVES A TERM OF 4
YEARS, PROVIDED, HOWEVER, THAT THOSE MEMBERS SERVING ON THE
BOARD OF LICENSE COMMISSIONERS ON JULY 1, 1979, SHALL SERVE
THE REMAINDER OF THEIR TERMS; ANY LATER APPOINTMENT SHALL
CONFORM TO THE ABOVE STATED LENGTH OF SERVICE.
(3) NOT MORE THAN THREE MEMBERS OF THE BOARD
SHALL BE MEMBERS OF THE SAME POLITICAL PARTY.
(4) THE BOARD ANNUALLY SHALL ELECT ONE OF ITS
MEMBERS AS CHAIRMAN.
(5) THREE MEMBERS OF THE BOARD CONSTITUTE A
QUORUM FOR TRANSACTING BUSINESS. AT LEAST THREE MEMBERS WHO
ARE PRESENT AT THE MEETING MUST CONCUR IN THE APPROVAL,
DENIAL, REVOCATION, SUSPENSION, OR RECLASSIFICATION OF AN
ALCOHOLIC BEVERAGE LICENSE.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1979.

AN ACT concerning
Public Drainage and Watershed Associations
FOR the purpose of requiring the board boards of managers of
public drainage and watershed associations to call an
annual meeting of the taxables and owners of land on a
certain date in January which they select; and
generally relating to meetings of the board boards of
managers of public drainage and watershed systems.
