genetic defect or serious

deformity or abnormality;

or where the woman is a

victim of rape, sexual

offense, or incest which

has been reported to a law

enforcement agency or a

public or private health

or social agency.

Provided that__the Department

of Health and Mental Hygiene
devise and present to the
Senate Budget and Taxation
Committee and the House

Appropriations Committee,

for their approval, a

satis factory plan for

solving the long—term

problems of the nursing home
rate reimbursement. Such a

plan shall be submitted no

later than July 15, 1979,
and provided that $1,685,988

shall not be expended

pending approval of the plan
by the Senate Budget and
Taxation Committee and the

House Appropriations

Committee. In approving or
rejecting such a plan, the
Committees shall recommend
to the Governor what part of
the $1,685,988 F.Y. 1980
funds are not to be expended
and revert to the General
Fund. Any such reversion

shall not be used for any

other purposes.
