1980 allowance for grants to
nursing homes shall be
expended without the
approval of the Joint Budget
and -Audit Committee. In
approving or rejecting such
a plan, the committee shall
recommend to the Governor
and the Board- of Public
Works what part, if any, of
the $1,810,901 Fiscal Year
1980 allowance for grants to
nursing homes will revert to
the general funds. Any such
reversions may not bo used
for any other purpose. The
Department of Health and
Mental Hygiene shall devise
and present to the Senate

Budget and Taxation

Committee, and the House
Appropriations Committee,
for their approval by July
15, 1979, a satisfactory

plan for solving the

long-term problem of nursing
hone rate reimbursements.
The Health Services Cost
Review Commission shall also

present proposals for

alternative reimbursement

rates for Chronic

Hospital—licensed nursing
facilities.
