position of employment
approved in this budget in
excess of 9,100 positions of
the total authorized amount
established in the budget
for the Department of
Transportation at any one
time during fiscal year
1980, and that the Secretary
of Transportation utilize

Article 41, Section 208, to
implement this provision,
provided however, that any
authorized job or position
to be filled above the 9,100
ceiling is approved by the
Board of Public Works and
shall count against the Rule
of 200 imposed by the
