SECTION, are included in the definition of "teacher" as that
term is defined in subsection (3) of § 81 of this subtitle
for and in connection with any and all of the terms and
provisions of § 89(4) of this subtitle.
(3) Notwithstanding any other provision of this
article or other statute, the State of Maryland shall make
contributions to the retirement and pension system, and
contributions for the employer's share for social security,
for the benefit of the professional and clerical employees
of the department of public libraries of Montgomery County
and the Washington County Free Library in the same manner
and to the same extent as such contributions are made for
the professional and clerical employees for other county
public libraries of this State under the terms and
provisions of § 89(4) of this subtitle or other statute
relating to such contributions. Contributions hereunder
shall be made to the retirement system in which such
employees are members. The State of Maryland shall continue
to make such contributions for all professional and clerical
employees of the department of public libraries of
Montgomery County after transfer to the employees'
retirement system of Montgomery County or such other
qualified retirement system as provided in paragraph (1) of
this [subsection] SECTION, as if such employees continued
under the retirement system. Provided, however, that
Montgomery County shall provide by ordinance, resolution,
rule or regulation that upon transfer of an employee the
employers' and employees' contributions with credited
interest shall be transferred from the employees' retirement
system of Montgomery County to such other qualified
retirement system.

(e) For public service companies whose peak demand
within the State is less than l000mw, the Public Service
Commission shall request the Secretary of Natural Resources
to purchase a power plant site as provided in Subtitle 3 OF
TITLE 3 of the Natural Resources Article upon a petition by
the Secretary of Natural Resources or the Secretary of State
Planning and a finding by the Public Service Commission that
such a site is needed.
(1) The finding of the Public Service Commission
shall be made only after public notice and hearing. Said
hearing shall be held in the legislative district in which
the site or sites under consideration are located.
(2) In determining whether there exists a need
for the State to purchase a power plant site, the Public
Service Commission shall consider the suitability of sites
owned by the utility, within and without the State, the
anticipated growth of electric power demand and the
alternative means and locations for meeting that demand,
