The County Commissioners shall appoint a county roads
engineer and an assistant county roads engineer for the
county. The County Commissioners shall have the power to
appoint any other assistants to the county roads engineer as
they may deem necessary.]
[13-22.
The county roads engineer shall not be liable to
removal from office for any other reasons than incompetency,
wilful neglect of duty or other cause which may impair his
usefulness. He shall not be removed, however, except after
written charges have been preferred against him and an
opportunity to be heard in his defense has been afforded
him. Hearings in regard to his removal from office shall be
public and there shall be no appeal from the decision of the
county commissioners.]
[13-23.
The county engineer shall be a qualified engineer with
four years of college education, a degree in civil
engineering, be licensed as a professional engineer, and at
least three years successful experience in road construction
and design. The assistant county engineer shall be a
qualified engineer with a degree in civil engineering from
an accredited engineering school or have ten years of
supervisory experience in heavy construction.]
[13-24.
The county commissioners shall fix the salaries of the
roads engineer, the assistant roads engineer and any other
assistants. In no case shall the salary of the roads
engineer be less than seven thousand five hundred dollars.
In no case shall the salary of the assistant roads engineer
be less than six thousand dollars. In addition to the
salary provided, the county roads engineer shall receive
either an allowance for automobile expenses not to exceed
six hundred dollars per year to be determined and approved
by the county commissioners, or the use of an automobile to
be furnished and maintained by the county commissioners,
whichever the commissioners shall decide.]
[13-25.
The county roads engineer shall have authority to make
such repairs as are necessary to remedy any serious defect
in the existing road system at any time, but the engineer
shall have the approval of the county commissioners before
making any new construction of county roads.]
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1979.
