Chapter 7

AN ACT to repeal Chapter 31, title "Motor Vehicles and
Traffic" of the Montgomery County Code 1972, as amended, in
its entirety, and re-enact Chapter 31, title "Motor
Vehicles, Traffic and Parking"; to enact Article I, title
"Definitions", to provide meanings of words and phrases for
the purpose of this Chapter; to enact Article II, title
"Motor Vehicles, Traffic Control, and Highways - Generally"
to provide authority of the County Executive to erect
traffic signs, to provide for the restriction of traffic and
designation of truck routes on County highways by the County
Executive, to provide for the authority of school crossing
guards, to prohibit driving over curbs, sidewalks or
drainage structures, to amend snow emergency traffic control
regulations, to prohibit the parking of unregistered motor
vehicles or trailers, to prohibit the stopping, standing, or
parking of any vehicle in such a manner so as to impede the
movement of traffic or to cause a threat to public safety,
to provide for the impoundment of a vehicle when impeding or
obstructing traffic or causing a public safety hazard; to
enact Article III, title "Parking Regulations, Generally" to
provide authority for the County Executive to erect parking
control signs, to provide authority for the County
Executive, the police and other authorized persons to
establish emergency or temporary "no parking" zones, to
prohibit the parking of vehicle in violation of official
signs, the parking of commercial vehicles or buses abutting
residences, schools, etc., the parking of vehicles during
periods of snow accumulation, the repairing or leaving of
vehicles on streets for repairs, the parking of vehicles
over twenty—four hours on County highways, the parking of
vehicles within thirty—five feet of intersections, the
parking of vehicles beyond posted time limits, the parking
of vehicles in front of the entrances to public and private
driveways, the stopping, standing, or parking in specific
places as enumerated with exceptions provided in cases
involving the loading or unloading of merchandise or
passengers, and to provide for penalty and impoundment
provisions for violations thereof; to enact Article IV,
title "Off-Street Parking Regulations", to provide authority
of County Executive to regulate off—street parking on County
and privately—owned property by signs, to provide for the
marking of parking spaces, method of parking, etc., to
prohibit the parking of vehicles in violation of signs and
markings, to enumerate specific parking restrictions and
regulations, to prohibit specific acts and conduct in public
parking facilities and specific uses of same, to provide
snow emergency regulations, and to provide for the
impoundment of illegally parked vehicles; to enact Article
V, title "Parking Meters — Generally", to provide authority
of the County Executive to adopt regulations for the
installation, maintenance and operation of parking meters
and to provide for enforcement thereof, to require that a
parking meter indicate hours and days of use, etc. and to
require driver to deposit coins in meter when parking a
vehicle, to prohibit the parking of a vehicle after parking
