to increase an agency's expenditures beyond budgetary
limitations is necessary and a matter of emergency. This
limitation with respect to the agency's budget is applicable
to every agency in the executive, judicial, and legislative
branches of government, except bicounty commissions
appointed by local governing bodies who review the
commissions' budgets, notwithstanding any exemptions from
the provisions of this subtitle contained in § 244 (a) of
this subtitle.

Every agency-[-, department, or other governmental body
or unit, quasi-governmental body-]- or unit WITHIN AN AGENCY
having the authority or power to adopt or promulgate rules
or regulations affecting any member of the general public,
shall prepare and provide for the editing, publishing,
compiling and indexing of all the rules and regulations.
[The] EXCEPT FOR BICOUNTY AND MULTICOUNTY COMMISSIONS
APPOINTED BY LOCAL GOVERNING BODIES, THE form and manner of
printing the compilations and any other details relating
thereto shall be pursuant to the State Documents Law.
Nothing in this section applies to an agency whose
authority is limited to the promulgation of rules and
regulations affecting its internal administration.

(I) EXCEPT FOR EMERGENCY REGULATIONS ADOPTED PURSUANT
TO ARTICLE 40, §40A, THE PROMULGATING AGENCY SHALL PUBLISH
NOTICE OF ITS PROPOSED ACTION IN THE REGISTER AND SHALL
GIVE INTERESTED PERSONS AN OPPORTUNITY TO SUBMIT DATA OR
VIEWS ORALLY OR IN WRITING BEFORE THE ADOPTION OF A
REGULATION. NOTICE OF THE DATE, TIME, AND LOCATION OF A
PUBLIC HEARING OR OF THE ADDRESS TO WHICH WRITTEN COMMENT
MAY BE SENT, OR OR OF THE ADDRESS AND TELEPHONE NUMBER AT
WHICH WRITTEN OR ORAL COMMENT MAY BE RECEIVED, OR BOTH,
SHALL BE PUBLISHED IN THE REGISTER WITH THE TEXT OF THE
PROPOSED REGULATION.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1979.
