on November 7, 1978, an Act known as Chapter 823 of the Acts
of 1977 was submitted to the voters of Somerset County under
the provisions of said Chapter 823, said Act being as
follows:

AN ACT concerning Somerset County - Elected Board of
Education. For the purpose of creating an elected school
board in Somerset County; establishing terms of office,
filing and election procedures, and salaries and expenses
for the members; delineating certain functions and
responsibilities of the board; providing for removal of
member and vacancies on the board; generally relating to an
elected school board for Somerset County; and submitting
this Act to the qualified voters of Somerset County for
their adoption or rejection.

And it is hereby certified that at said election, 2,938
votes were cast for the adoption of said Chapter 823 and 586
votes were cast against the adoption of said Chapter 823,
the said Chapter 823 of the Acts of 1977 has therefore been
ratified by the qualified voters of Somerset County,
Maryland.

Administrative Board of Election Laws of the State of
Maryland, Done at the City of Annapolis, this 30th day of
November, In the Year of Our Lord, One Thousand, Nine
Hundred and Seventy-Eight.

Pursuant to the provisions of Section 23-11 of Article
33 of the Annotated Code of Maryland, the State
Administrative Board of Election Laws does hereby certify
that at the General Election held in the State of Maryland
on November 7, 1978, an Act known as Chapter 971 of the Acts
of 1978 was submitted to the voters of the State of Maryland
under the provisions of Article XIV of the Constitution of
the State of Maryland, said Act being as follows:

AN ACT concerning Budget - Procedures and Powers. For
the purpose of expressly authorizing the General Assembly to
enact laws (other than appropriation bills) which mandate
the Governor, in the preparation of the annual budget, to
provide for the funding of specified programs at specified
