VETOES

This bill provides that persons who receive physical
possession of goods or things of value under a written
contract and who fraudulently convert the property to their
own use shall be guilty of a misdemeanor and provides
penalties for these acts.

Senate Bill 1058, which was enacted by the General
Assembly and signed by me on May 29, 1979 accomplishes the
same purpose.

Therefore, it is unnecessary for me to sign House Bill
1288.

AN ACT concerning

Harford County — Hunting — Snare Traps

FOR the purpose of imposing restrictions on the use of snare
traps in Harford County; and defining snare traps.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1368.

This bill provides that in Harford County, a person may
not use, set, place, or maintain any snare trap.

The Attorney General has advised me that this bill
violates the prohibition against legislating for charter
counties on matters covered by the Express Powers Act and
therefore, it is not approved for constitutionality. A copy
of the Opinion of the Attorney General is attached and
should be considered a part of this veto message.
