Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1091.
This bill corrects and repeals obsolete provisions in
the 1969 Edition of the Code of Public Local Laws of
Baltimore City.
Senate Bill 636, which was enacted by the General
Assembly and signed by me on May 1, 1979, accomplishes the
same purpose.

AN ACT concerning
Correctional Complex Repeal of Medium Security
Facilities - Authorization
FOR the purpose, of modifying the provisions of the General
Construction Loan of 1977 relating to the acquisition
of the property at 3500 East Biddle Street, Baltimore,
and the renovation/construction necessary to convert
the site to a correctional complex in order to provide
that on a certain date the Board of Public Works shall
revert to the Annuity Bond Fund so much of the
appropriation for the Biddle Street project as is then
unexpended and uncommitted; that if the State sells or
transfers the property at 3500 East Biddle Street,
Baltimore, the State shall receive the fair market
value for said property; repealing certain portions of
a Chapter Chapter 174 of the Acts of the General
Assembly of 1978 relating to a Correctional Complex at
Fort Armistead Park that provided a contingency on
State acquisition of a site, and further repealing the
designation of the Fort Armistead Park site to retain
the loan authorization and require future site
