Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 840-

This bill authorizes the creation of a State debt in
the amount of $1,000,000 for a State grant to the Mayor and
City Council of Baltimore for the construction and

improvement of Memorial Stadium.

Senate Bill 518, which was enacted by the General
Assembly and signed by me on flay 29, 1979, accomplishes the

same purpose.

Therefore it is unnecessary for me to sign House Bill
840.

Beach Erosion Control Districts — Construction
of Public Utility Structures

FOR the purpose of allowing an exemption to the ban on
construction activity within the Beach Erosion Control
District for a certain public utility projects designed
for the public health, saf
ety, and welfare pipelines
pipeline; clarifying language; and making this Act an
emergency measure.
