Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 573.

This bill authorizes the creation of a State debt of
$2,000,000, for the Maryland Housing Rehabilitation Program-
Senate Bill 362, which was enacted by the General
Assembly and signed by me on May 29, 1979, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
573.

AN ACT concerning

Vocational Programs — Sheltered Programs

FOR the purpose of providing funding to a work oriented
place or facility operated on a nonprofit basis which
provides suitable work, training, or retraining in
manufacture or handiwork to disabled individuals who
can not find or who are not yet ready for employment in
the open labor market.
