VETOES

AN ACT concerning

Correctional Complex Fort Amistead Park

Medium Security Facilities - Authorization

FOR the purpose of removing certain contingency language
from an Act concerning the creation of a State debt for

a correctional complex to be located at Fort Armistead

Park; and modifying certain provisions of the General

Construction Loan of 1977 as amended by Chapter 174 of

the Acts of the General Assembly of 1978 relating to
the acquisition of the property at 3500 East Biddle

Street, Baltimore, and the demolition of the existing

structures repealing certain portions of Chapter 174 of
the Acts of the General Assembly of 1978 relating to a

Correctional Complex at Fort Armistead Park that

provided a contingency on State acquisition of a site,
and further repealing the designation of the Fort
Armistead Park site to retain the loan authorization
and require future site selection by the Governor upon
approval of the General Assembly; repealing the

non—severability provision of the Act; modifying the

provisions of the General Construction Loan of 1977
relating to the acquisition of the property at 3500
East Biddle Street, Baltimore, limiting the Capital
appropriation for that project to $5,000,000 and

retaining the remaining $21,000,000 capital

appropriation for future correctional medium security
facilities use; reguiring future site selection by the
Governor upon approval of the General Assembly; and
generally relating to correctional facilities in
Maryland.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 52.

This bill modifies portions of past authorizations for
funding of correctional facilities.

Senate Bill 1081, which was enacted by the General
Assembly and signed by me on May 29, 1979, accomplishes the
same purpose.
