Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 44.
This bill authorizes the Mayor and City council of
Baltimore City to create a $2,200,000 debt for the purpose
of "Solid Haste Disposal" after further authorization by an
ordinance of the City Council and submission to City voters.
Senate Bill 31, which was enacted by the General
Assembly and signed by me on March 26, 1979, accomplishes
the same purpose.
Therefore it is unnecessary for me to sign House Bill
44.

AN ACT concerning
Motion Picture and Television Development
Office and Advisory Council
FOR the purpose of creating the Motion Picture and
Television Development Office and Motion Picture and
Television Development Advisory Council within the
Department of Economic and Community Development;
establishing the membership, term, appointment, and
functioning of the Council; giving the Office and
Council certain powers and responsibilities; requiring
the Council to serve as an advisory body to the
Department of Economic and Community Development in
developing and implementing a program to promote the
production of motion pictures and television within
this State; specifying what this program shall include;
requiring the Office and Council to coordinate the
with activities of similar agencies established by
local governments; and requiring the Council to
recommend to the Department of Economic and Community
Development any legislative or administrative actions
necessary to carry out the purposes of this Act.
